This report is designed to provide cities with a framework for implementing a more coordinated, intentional approach to reentry that will foster long-term solutions. It is useful to cities at various stages, from early planning phases to more advanced collaborative efforts. Not every strategy or reentry model included here will make sense in every context, but the ideas presented will provide a menu of options for city leaders determined to interrupt the revolving door of recidivism—and offer hope to returning prisoners, their families and communities.
