Describes effective practices of communities addressing at-risk youth issues by explaining the "how to" aspects of managing a project life cycle, sustaining funding for ongoing programs, building a variety of community programs aimed at different age levels and needs, and sustaining a community program. Divided into five major sections: the developmental continuum, local partnership building, engaging elementary school children and parents, alternative school strategies, and juvenile day treatment.
